Michael is in favour of road pricing because it is broadly progressive, good for reducing emissions and car use. He prefers on-vehicle metering better than ANPR on surveillance grounds. He says “Exemptions crucial for some disabilities and occupations (carers)” and is concerned about fraud asking, “how to prevent people charging the tax to business accounts?” He suggests there could be a free allowance for everyone.
